Student Accommodation

As the Universities and College want to ensure as much as possible that their students are in safe and secure accommodation, only the properties that are registered under HMO licence or other Shared Accommodation Accreditation schemes are advertised and promoted through the Institutional Accommodation Offices.

We, NEWCASTLE COLLEGE, hereby give you notice that-:

• Any particulars and/or description concerning any property or accommodation (including but not restricted to their contents and facilities available) contained in any literature provided by [or on behalf of] Newcastle College or featured on any Newcastle College website (“the Particulars”), do not constitute any part of an offer or a contract for the grant of a licence to occupy or tenancy in relation to such property or accommodation.

• All statements contained in the Particulars are made without responsibility on the part of Newcastle College, its staff and employees.

• None of the statements contained in the Particulars is to be relied upon as a statement or representation of facts.

• You must satisfy yourself by inspection or otherwise as to the correctness of each of the statements contained in the Particulars including without limitation the state and condition of the premises, their contents and whether the premises are suitable for your needs and what facilities or amenities are available.

• Newcastle College does not make or give nor does any person in its employment have the authority to make or give any representation or warranty whatever in relation to the property or accommodation.

• Postcodes NE1 and NE4 are closest to the college.

• Save in respect of death or personal injury caused by its negligence, Newcastle College accepts no responsibility and shall not be liable for any direct or indirect loss suffered by you, arising out of or in connection with any reliance by you on the Particulars

For students aged under 18 years at the commencement of their tenancy, Newcastle College does not warrant or guarantee that any property or accommodation meets the national standards published under the Care Standards Act 2000 or any associated or subsequent legislation, code or practice, official statements or statutory instrument. It is the sole responsibility of parents / guardians to inspect and/or assess the suitability of any property or accommodation to which this notice relates.
Newcastle College will not provide any information on accommodation to students who will be under 18 years of age at the commencement of their tenancy.

• Properties of three stories with 5 or more bed spaces must have an HMO (Houses in Multiple Occupancy) Licence. In Newcastle this also applies to upper terraced flats (Tyneside flats) where bedrooms in the roof space bring the total bed spaces to five or more.

• Smaller properties can also be licensed through Newcastle City Council’s Shared Housing Accreditation Scheme, although this scheme is voluntary. It is recommended that you check if any property you are interested in is licensed and if not satisfy your self that basic safety conditions are sufficient, such as viewing current gas and electricity certificates.

• As a full time student you will normally be exempt from paying council tax. You will need to provide a Council Tax Exemption Form to your landlord/letting agent or your local Council Tax Office. Ask for this form at enrolment or from your School office after enrolment.

• Your landlord/agent will normally require a guarantor for your rent, usually a parent/guardian or other adult over 25 years of age.

• You will usually be liable for the full term of the lease, even if you leave your course early.

• Check if your lease means that you will be liable for any default in rent due from another tenant.

• Make sure all tenants are registered with utility companies for your gas/electricity etc.

• Have any meters read at the start of your tenancy and check these readings against your first bill.

• Check your inventory carefully when you move in and notify your landlord of any discrepancies.

• Report immediately any existing damage or repairs needed.

• You will need a TV license if you are sharing a house or flat and use a TV in your own room and your room is a separately occupied space (this is usually the case where your tenancy agreement is in your name only). If you have this type of tenancy agreement but a television is only used in a communal area, then only one license is required. If you have joint tenancy agreement with other students and use a television in your own room then usually only one license is required. It is advisable to check with the Licensing Authority, to avoid the possibility of a large fine. These rules also apply if you use any television receiving equipment such as DVD/video recorders, set top boxes or PCs with broadcast cards.

• Remember you are living in a community, if you cause annoyance or distress to your neighbours, legal action can be taken against you. Students have been evicted and had equipment seized and destroyed following anti social behaviour such as noise and vandalism.
